Fabrics Among New China List 3 Tariff Exclusions

Additional exclusions from the Section 301 additional 25% tariff on List 3 goods from mainland China have been announced by the Office of the US Trade Representative. Affected products include leather briefcases, storage containers, woven fabrics, steel staples, steel clamps and poles, aluminium items, hand tools, flatware, pumps, auto parts, winches, tie down straps, mobile phone chargers, video cameras, tanning lamps, muscle stimulation devices, bike saddles, microscopes, metal chairs, hunting stands, wheeled trays and baby crib liners. These exclusions, which must be claimed using new HTSUS subheading 9903.88.37, are reflected in two 10-digit HTSUS subheadings (8712.00.1510 and 8712.00.1550) and 66 specially prepared product descriptions that cover 81 separate exclusion requests. They will be retroactive to 24 September 2018 and remain in place to 7 August 2020. These product exclusions are available for any product that meets the specified product description, regardless of whether the importer filed an exclusion request. The scope of each exclusion is governed by the scope of the product descriptions set forth in the USTR notice and not by the product descriptions in any particular request.
