Textiles Committee to issue Certificate of Origin (Preferential) under India-Japan Comprehensive Economic Partnership Agreement (IJCEPA)

The India-Japan Comprehensive Economic Partnership Agreement (IJCEPA) is India’s third Comprehensive Economic Partnership Agreement (after Singapore and South Korea) and India’s first with a developed country. The Agreement is expected to further strengthen India-Japan economic ties to the benefit of both countries.

 

For the application of preferential tariff treatment under IJCEPA, a certificate of origin is, in principle, required at the time of import. The certificate has to be issued based on the declaration by the exporter or its authorised agent, in order to certify a product originates in India in accordance with the provisions of the agreement. The issued certificate of origin will be valid for 12 months from the date of issue.

 

Government of India, Ministry of Commerce and Industry, Department of Commerce, Directorate General of Foreign Trade (DGFT) vide Public Notice No. 59/2009-2014(RE-2013) dated 15.05.2014 published in the Part-I-Section-1 of The Gazette of India has authorised Textiles Committee to issue Certificate of Origin (Preferential) under IJCEPA for textiles, apparels and made-ups.

 

Textiles Committee has its presence all over the country and has more than 40,000 registered exporters and issues about 4 lakh Certificates of Origin Form-A (GSP) and 1 lakh Certificates of Origin (Non-preferential) every year. Textiles Committee has now facilitated its registered exporters the services of issuing Certificate of Origin (Preferential) under IJCEPA for textiles, apparels and made-ups exported to Japan through its head office and 29 regional offices located at major textile centres across the country. Exporters may approach Textiles Committee for availing the Certificate of Origin (Preferential) under IJCEPA.
