Maharashtra’s Textile Mega Plan

Maharashtra is preparing for a major textile transformation. The state is targeting ₹25,000 crore in textile investments and five lakh employment opportunities through its Integrated and Sustainable Textile Policy 2023–28, with a sharp focus on boosting value addition, modernising clusters and building a future-ready textile ecosystem.

In-state cotton processing

The biggest challenge and opportunity is cotton. Despite being one of India’s largest cotton-producing states, a large share of cotton from Vidarbha and Marathwada leaves Maharashtra for processing elsewhere. The government now wants to reverse this trend by increasing in-state cotton processing from around 30% to 80%.

The government is encouraging investments in spinning, weaving, processing and garmenting capacities closer to cotton-growing regions, helping retain more value within Maharashtra.

To accelerate this shift, the state is offering capital and power incentives, with additional support for projects in backward regions.

Modernising textile processing

Modernisation of around 674 textile processing units is also a priority, with incentives for technology upgrades, renewable energy adoption, Effluent Treatment Plants (ETPs), Common Effluent Treatment Plants (CETPs) and Zero Liquid Discharge (ZLD) systems.

Maharashtra’s iconic textile clusters including Bhiwandi, Ichalkaranji, Solapur, Malegaon and Nagpur are also set for a technology upgrade. Through Maha-TUFS and the Integrated Textile Policy, eligible units can access significant capital subsidies to invest in advanced machinery, improve productivity and become globally competitive.

Ease of Doing Business

Ease of doing business is another key focus. The state’s e-Textile Portal aims to simplify subsidy applications, enable real-time tracking and speed up incentive disbursement through a transparent digital process.

Focus on technical textiles

Maharashtra has announced six Technical Textile Parks and launched the Maharashtra Technical Textile Mission (MTTM), the first state-level mission aligned with the National Technical Textiles Mission. With a proposed ₹50 crore R&D component, the state aims to promote innovation, testing facilities, industry-academia partnerships and new product development across sectors such as Meditech, Agrotech, Buildtech and Geotech.

At Bharat Tex 2026, Maharashtra is showcasing its growing textile infrastructure, including the PM MITRA Park at Amravati, Technical Textile Parks and Mini Textile Parks across the state, as platforms for large-scale manufacturing and investment.

From cotton processing to technical textiles, Maharashtra’s message to global investors is ambitious: We are moving from supplying raw materials to creating high-value textile products for the world.
