U.S. Defence Funding And Law Fuels Its Textile Surge

The National Council of Textile Organizations (NCTO) applauds a dual boost: access to Defence Production Act (DPA) Title III funding and the launch of the bipartisan House Berry Amendment Caucus. Together, these moves secure both money and law to strengthen America’s textile backbone for its armed forces.

“Thanks to President Trump’s DPA Title III determination, the industry can expand production of uniforms, gear, and protective textiles essential to national security,” said Kim Glas, President and CEO of NCTO. “This is a long-fought breakthrough, safeguarding supply chains and ensuring our servicemembers are equipped in every operational environment.”

The Berry Amendment Caucus, co-chaired by Reps. Pat Harrigan (R-NC) and Don Davis (D-NC), further cements the law that mandates nearly 100% U.S.-made content in defence textiles. Glas emphasized, “It is vital that the military can source high-quality, innovative materials and apparel from a vibrant U.S. textile base. Protecting and expanding the Berry Amendment is key to this goal.”

The U.S. textile sector produces US$ 1.8 billion in critical clothing and gear annually, covering over 8,000 items and more than 30,000-line items with sizing. DPA funding allows scaling production capacity quickly, while the Berry Amendment ensures that procurement rules favour domestic manufacturing.

During the COVID-19 pandemic, DPA authorities proved their effectiveness by rapidly expanding PPE production. Now, similar mechanisms are being deployed to meet defence needs, reduce reliance on foreign suppliers, and maintain operational readiness.

Glas concluded: “With funding and law working hand-in-hand, U.S. textiles are armed and ready. We are ensuring our troops get innovative, high-quality American-made products - now and for the long term.”
