The Ministry of Textiles signed Memorandums of Understanding
with 15 states on the opening day of the National Textiles Ministers’
Conference in Guwahati, marking a major shift toward data driven governance of
the textile sector. The agreements form part of the Tex RAMPS scheme aimed at
strengthening research, assessment, monitoring and integrated planning across
the industry.
The initiative seeks to improve the coverage, quality and
timeliness of textile related statistics to support informed policy decisions
across handlooms, handicrafts, apparel and technical textiles. The framework
places strong emphasis on cluster and district level planning to reflect
regional production realities.
Each participating state or Union Territory will receive an
annual grant of ₹12 lakh to upgrade textile data systems. Districts will also
receive ₹1 lakh per year linked to clearly defined district action plans,
ensuring that grassroots level insights shape national strategy.
Officials said the MoUs reflect cooperative federalism and
will help bridge long standing data gaps in one of India’s largest employment
generating sectors. India’s textile and apparel industry currently employs over
45 million people and contributes close to 2% of GDP. Strengthened real time
data is expected to support the national target of building a US$ 350 billion
textile economy.
